I get asked about fractional CTO services constantly. A business owner in Manila or Cebu will reach out and say: "We’re growing fast and our technology decisions are becoming too complex for me to handle alone. Do we need a full-time CTO?"

Usually the answer is: not yet. And more importantly, you probably do not need a full-time CTO for a long time.

Here’s how to know when a fractional CTO makes sense, when it does not, and what you should be doing instead at each stage of growth.

You’re between CTOs

Executive transitions do not have to mean a gap in technical leadership. If your CTO left or you’re in the middle of hiring, a fractional CTO keeps the ship steady. They maintain strategic momentum, evaluate candidates, and ensure ongoing projects stay on track while you find a permanent replacement.

This is probably the most common use case. The gap between CTOs is typically 2-4 months. A fractional engagement during that window costs a fraction of a full-time salary and prevents the operational damage of leadership vacuums.

You’re making a major technology investment

Migrating to a new ERP, rebuilding your core platform, or moving your infrastructure to the cloud are decisions that deserve expert guidance. But they’re also temporary — once the project is done, you might not need that level of strategic guidance full-time.

A fractional CTO provides the expertise you need for the duration of the investment, then scales down when the project stabilizes. You’re paying for expertise, not headcount.

You’re a startup needing a technical co-founder

You have product-market fit. You need someone to own the technology roadmap, make vendor decisions, and help build your engineering culture. But you’re not ready to pay ₱5-8M per year (including benefits and recruiting costs) for a full-time CTO.

A fractional CTO gives you C-level guidance at a manageable cost. You get the strategic direction, the hiring support, and the technical governance without the full-time commitment.

You’re overwhelmed by vendor recommendations

Every vendor wants your business. Their proposals are designed to sound convincing, and most business owners do not have the technical depth to evaluate them critically. A fractional CTO works for you. They translate vendor speak into actionable recommendations, and they’ll tell you when the answer is "do not buy anything yet."

When a fractional CTO does not make sense

I will be honest about the situations where I have recommended against fractional services:

  • Your engineering team is small (under 5 people) and you just need operational guidance. A senior engineer or technical consultant is usually sufficient.
  • You have a strong VP of Engineering but lack strategic direction. VP of Engineering handles execution; fractional CTO handles strategy. You might need both, but start with the gap that’s causing the most pain.
  • You think you need a CTO because someone told you startups need CTOs. You need a technology roadmap and sound decision-making processes. A CTO title does not guarantee either.
  • You’re looking for someone to write code and manage your dev team day-to-day. That’s an engineering manager or lead, not a CTO role.

The best fractional CTO does not make you dependent on them. They build your internal capability so you need them less over time.

What a fractional CTO actually delivers

Here’s a realistic picture of the work:

Technology roadmapping: A clear 12-18 month technology plan aligned with your business objectives. Not a technical wishlist, but a prioritized roadmap that ties every technology decision to a business outcome.

Budget planning: Understanding your technology spend, identifying waste, and building a budget that supports growth without surprise expenses. This includes cloud cost management, software licensing, and vendor contracts.

Vendor evaluation: When you’re evaluating systems or services, a fractional CTO brings objectivity to the process. They’ve seen dozens of implementations across different industries. They know what works and what does not.

Board communication: Translating technical challenges into business language for boards, investors, and non-technical stakeholders. This is a skill most engineers do not develop until they’ve been in executive roles for years.

A common misconception

A fractional CTO is not cheaper because they’re less experienced. They’re fractional because you’re sharing their time across multiple clients at different stages. The quality of guidance is the same; the engagement model is what’s different.

The growth stages and when to hire

0-2 developers: You do not need a CTO yet. You need a senior engineer or a technical consultant for specific projects. The technology decisions are simple enough that the founder or a part-time advisor can handle them.

3-10 developers: This is the sweet spot for fractional CTO services. You’re growing fast enough that technology strategy matters, but not so large that you need full-time C-level attention. You need someone to make the big decisions while your internal team handles execution.

10-30 developers: You’re in the transition zone. A fractional CTO can still work, but you’re approaching the point where a full-time executive makes sense. The complexity of managing multiple teams, integrating systems, and aligning technology with business strategy usually requires dedicated attention.

30+ developers: You need a full-time CTO or VP of Engineering. The scope of your organization requires someone fully immersed in your technology decisions, culture, and operations.
